Ceylon Cold Stores PLC (CCS), manufacturer of Elephant House Beverages and Ice Creams is a leading consumer food company in Sri Lanka. CCS is a subsidiary of John Keells Holdings PLC.
The company is seeking an ideal candidate to fill the position of Head of Location Development - New Projects - Consumer Foods Sector. The position exists to provide Lead role site selection, development, and lifecycle management of all foods outlet locations to enable profitable and scalable network growth. This role ensures each store location is optimized for visibility, accessibility, and cost efficiency, combining technical engineering expertise with commercial insight.
Job Responsibilities
- Identify high-potential locations using data, footfall analysis, competition mapping, and trade-area insights.
- Conduct feasibility studies, financial modelling, and ROI projections.
- Collaborate with Operations and Finance to evaluate ROI, rent-to-sales ratios, and long-term commercial feasibility for each site.
- Present detailed site evaluation reports to leadership for approval.
- Manage lease negotiations, terms finalization, and renewals,
- Coordinate with landlords, legal teams, design, and construction during site development.
- Review and approve architectural and MEP designs, ensuring compliance with brand guidelines, local regulations, and operational functionality.
- Support in obtaining regulatory approvals and construction permits.
- Oversea the pre-opening and post opening process includes maintenance and asset management
- Vendor and Contactor management including negotiations, Agreement, performance evaluation while maintaining a healthy relationship.
Person Specifications
- Bachelor’s degree in engineering (Civil or Electrical) or Architecture. Masters preferred.
- 8–12 years’ multi-unit/outlet food industry, retail, or hospitality development, with proven end-to-end project delivery. Experience in business Pre-opening would be an added advantage
- Strong understanding of commercial real estate, construction processes, and utility infrastructure, and maintenance
- Capability in vendor management, lease negotiation, and cross-functional coordination.
- Analytical mindset with strong financial acumen and hands-on project management capability.
- Energetic, detail-oriented leaders who thrive in a fast-paced growth environment.
