Ceylon Cold Stores PLC (CCS), manufacturer of Elephant House Beverages and Ice Creams is a leading consumer food company in Sri Lanka. CCS is a subsidiary of John Keells Holdings PLC.

 

The company is seeking a suitable candidate to fill the position of Executive – Health, Safety & Environment. The role exists to ensure a safe and compliant working environment in line with statutory and organizational requirements, while driving employee awareness, safe work practices, and overall factory productivity. The position is also responsible for coordinating and overseeing ETP operations to ensure continuous environmental compliance.

 

Job Responsibilities

  • Execute Occupational Health, Safety, and Environment (HSE) strategies to ensure a safe, compliant, and sustainable workplace.

  • Develop and implement internal HSE policies, procedures, and guidelines aligned with organizational and legal requirements.

  • Conduct regular risk assessments, identify hazards, and recommend practical measures to reduce or eliminate risks.

  • Outline and maintain safe operational procedures that take into account all relevant workplace hazards and controls.

  • Collaborate with production and operational teams to balance safety requirements with business objectives and resolve conflicts effectively.

  • Maintain up-to-date knowledge of health, safety, and environmental legislation, ensuring full compliance and a safe working environment.

  • Plan and implement preventive and remedial initiatives to promote safe working conditions across the organization.

  • Ensure work practices comply with legislation and adopted safety standards, driving continuous improvement in safety performance.

  • Maintain accurate records of inspections, findings, corrective actions, and improvement recommendations.

  • Liaise with regulatory authorities and external bodies to ensure compliance with mandatory statutory regulations.

  • Promote HSE achievement and performance improvement through clear compliance objectives and target-driven action plans.

  • Ensure adherence to relevant environmental, health, and safety standards and statutory requirements.

  • Define health and safety procedures in collaboration with operating staff and establish effective documentation and control systems.

  • Identify HSE-related training needs, coordinate learning programs, and deliver awareness and compliance training to employees.

  • Collect, analyze, and report HSE performance data, preparing charts and summaries against defined parameters.

  • Drive cross-functional collaboration to develop, agree, and implement comprehensive HSE procedures across departments.

  • Influence and support staff in adopting safe work practices, ensuring timely compliance with organizational safety standards.

Person Specifications

  • Degree or Diploma in Science or an equivalent qualification, with a minimum of 2 years’ experience managing Health and Safety responsibilities in a large-scale Consumer Foods manufacturing environment.
  • Lead Auditor certification in Health and Safety, including OHSAS (Occupational Safety Health and Standards), will be an added advantage.
  • Strong business understanding of food and beverage manufacturing operations, occupational health and safety practices, and industry best standards.
  • Sound knowledge of manufacturing and engineering processes within consumer food operations.
  • Experience in continuous improvement methodologies and the implementation of Occupational Health and Safety standards.
  • Thorough understanding of relevant regulatory and compliance requirements, including industrial relations legislation and environmental legislation.
  • Knowledge of effluent treatment practices and environmental management systems within manufacturing settings.
  • Ability to build and lead high-performing teams while driving a strong safety culture across the organization.
  • Strong analytical and innovative mindset with the ability to identify risks, develop solutions, and support operational excellence.
